Programme Objective and Scope
The project was a part of the technical assistance programme which primary objective was to foster dynamic regional economic development in two pilot regions: Darkhan and Uliastai. This particular project focuses on component 3 of the programme, which was dedicated to supporting rural SMEs and credit cooperatives.

Contribution to Sustainable Development and Poverty Alleviation.
Through its various activities, the project has significantly contributed to sustainable poverty alleviation measures in the pilot regions. The main beneficiaries—small and medium enterprises (SMEs) and cooperatives, primarily in the agricultural and agribusiness sectors—received comprehensive support to enhance their production, adopt new technologies, and expand their market share.
Key Focus Areas.
The project concentrated on supporting rural SMEs, agro-enterprises, and farming cooperatives, covering the following key areas:
- Local production chain analysis and efficiency improvement: Conducting analysis of local production chains and implementing measures to enhance their efficiency.
- Enhanced cooperation: Strengthening cooperation between SMEs and various private and public service providers.
- Modern management systems: Introducing modern management information systems.
- Information, Training, and Consulting: Improving the availability of information, training, and consulting services in management, product, and technical innovations.
- Agricultural extension services: Supporting the establishment of agricultural extension services.
- SME representation: Enhancing SME representation through professional unions and organizations such as chambers of industry.
- Workforce qualification development: Developing existing methods to improve the qualifications of workers in selected sectors, including farmers and producers in both food and non-food sectors.
Specific activities implemented:
- The project implemented a range of specific activities, including:
- Providing advice to national and local administrations.
- Developing measures targeted directly at rural SMEs.
- Conducting baseline surveys and studies.
- Offering an extensive training programme.
- Supporting the establishment of MIS and agricultural extension services.
- Enhancing private business management know-how and improving access to resources (finances, inputs, etc.) for rural enterprises and private farmers.
