Capacity Building in Agri-sector​

The project aimed to build capacity in cooperative training and sustainable rural development across four provinces: Dzavhan, Gobialtay, Hovd, and Uvs. It included two technical assistance components: cooperative training and sustainable rural development.

Cooperative training component had an objectives to educate cooperative advisory staff, empowering them to offer guidance to cooperatives on enhancing their operations, and to improve the institutional framework for delivering increased support to cooperatives.

It included the following activities:

  • Developing training programs and materials,
  • Training cooperative advisory staff, auditors, and accountants,
  • Enhancing the facilities of the Cooperative Training Center, and establishing provincial cooperative promotion centers in the capitals of the four western provinces.

Sustainable rural development component was aimed at:

  • Support the implementation of the Land Law, which mandates district governments to formulate and approve land management plans in their jurisdictions, and
  • Pilot alternative approaches for improving grazing patterns through pasture co-management arrangements between government personnel and herder groups.

The following activities were implemented:

  • Identifying current winter and summer pasture uses,
  • Collecting information on well usage and data on inoperative wells (to inform the well rehabilitation subcomponent),
  • Identifying and training herder groups utilizing specific pasture areas and wells,
  • Providing training to provincial and district staff engaged in land management and regional development,
  • Exploring the feasibility of establishing district regional development co-management units and provincial co-management committees to advise respective governors on regional development plan formulation,
  • Designing and implementing such plans in selected areas.
