We consider institutional capacity building as a key tool to ensure the longer-term sustainability of any projects’ interventions. It aims to enhance the capacity of governments, businesses, communities and non-governmental organisations to plan and manage development measures efficiently and effectively. Moreover, it allows the local counterparts who received assistance to act as a resource for the other local institutions, thus multiplying the effects of the technical assistance.
Institutional capacity building empowers local counterparts through a wide scope of measures including advice and training, strategic planning, institutional transparency, strengthening of educational and research facilities, enhancing managerial systems and skills, data and information management etc. Any capacity building program starts with thorough analysis of an organisation and assessment of needs for development and upgrading. Through capacity building measures these needs are addressed on the long-term strategic level.

The Compendium has resulted from the Project’s efforts to revise existing legislation in the context of the Agricultural Sector Strategy. It provides full texts of the laws and legal documents and was used during various project activities such as legislation working group, training and capacity building.
The project supported Rural Credit Partnerships in Aktobe region and summarised the experience already accumulated in Kazakhstan. The manual described wide range of issues related to management, credit policy, marketing as well as existing legislation framework. It addressed the management of existing Partnerships as well as at the groups seeking to establish new ones.
