The overall objective of this contract is to support the European Commission to increase knowledge and visibility of EC-EU programmes and policies with the Turkmen stakeholders and general public and to increase the efficiency and effectiveness of technical assistance funded be the Commission in Turkmenistan.

The project has set up an Europa House in Ashgabat as a single contact point for EC projects to achieve the following results:

• Increased visibility of EC assistance in Turkmenistan
• Improved coordination between European Commission and Member States cooperation programmes
• Updated information and precise policy inputs on the country’s political, social and economic environment provided to the EC
• Improved implementation of the Tacis/DCI programmes as well as tangible support provided to different EC services and EC Task Managers in charge of programme management

Specific activities implemented under the project included:

• Monthly provision of Situation Analysis reports, establishment and maintenance of country background information databases, conducting background surveys and studies on specific topics of interest
• Support to the Commission in planning and programming of EC funded assistance
• Implementation of visibility activities and information strategy for EC funded assistance and EU policies (Organisation and implementation of visibility events and public awareness campaigns)
• Technical and logistical support to EC with regard to Tacis/DCI programme and projects in Turkmenistan
• Design and implementation of country information database as well as a central database on EC external assistance
• Donor coordination
